Deputy The Supreme Soviet of the USSR of the 6th convocation, Deputy Chairman The Council of the Union of the Supreme Soviet of the USSR of the 6th convocation, in 1964-1967 the president Academy of Sciences of the Kazakh SSR. Founder and first director of the Kazakh Scientific Research Institute of Energy. Academic Academy of Sciences of the Kazakh SSR (1954), Doctor of Technical Sciences (1954), Professor (1956), National Hero of Kazakhstan (1996). He became famous as the author and initiator of large-scale projects in the field of energy in Kazakhstan, one of the associates of academician K. I. Satpayev.
In 1944, on the basis of the energy sector, Shokin organized The Kazakh Scientific Research Institute of Energy, which is the first scientific institution on energy in Kazakhstan.
Shokin paid great attention to the creation of experimental bases in the main scientific areas of the institute. Under his leadership, an operating hydroelectric power plant with a capacity of 750 kW and a fire model of a thin boiler were designed Ermakovskaya GRES on a scale of 1:5, energy-technological cyclone chambers close to industrial ones, an experimental gas purification stand at Ermakovskaya GRES, laboratories for thin and large-scale studies of furnaces and burners of thermal power plants, combustion of coal particles, wear of power equipment, slagging of heating surfaces, a plasma torch, dust and gas emissions, plasma and fire methods of fuel preparation, hydrozol removal, cooling towers of thermal power plants Gorenje and others. Many of the organized experimental bases at that time had no analogues in the world[4].
Shokin also organized an electromechanical workshop, which later turned into a small factory where mental installations and equipment for carrying out research at the institute were manufactured.
During the period During the Great Patriotic War, there were no higher educational institutions in the field of energy in the Kazakh SSR, as a result of which the republic experienced a shortage of personnel in this field. In this regard, Shokin paid special attention to the education of scientific personnel in the field of energy. So, during his direct leadership, the KazNII Energetiki trained 20 doctors of sciences and more than 200 candidates of sciences, who formed the main backbone of the institute's scientists.
KazNII energetiki of the Ministry of Energy of the USSR during the leadership of Academician Shokin became one of the largest and most progressive scientific institutions of the energy profile in the country. All the major scientific achievements of Academician Chokin and the main scientific discoveries in the field of energy in Kazakhstan are connected with this institute. Within its walls, a comprehensive system of scientific and technical forecasting of Kazakhstan's energy development, projects of the Irtysh - Karaganda canal, Kapchagai HPP, and the turn of Siberian rivers were developed. Most of Chokin's monographs, including "Energy of Kazakhstan", were written while working at this institute.
